Minutes of the Board of Trustees

The regular meeting of the Board of Trustees was held on Wednesday, March 14, 2018, in the Library’s Board Room. Attending the meeting were Trustees Chris Vaage, Monica D’Angelo,
Kyle Tarbet, Cindy Bezas and Library Liaison Suzanne Hawkins filling in for Ruth Pierce. Library Director Tara Bartley, Library Staff Karolee Sorenson and Erica Littlefield. Absent; Trustee John Van Engelen.
Chairman Chris Vaage called the meeting to order at 4:36 pm with brief introductions.
The Trustees MSC approval of the amended March 14, 2018 agenda to include an update for the Strategic Plan to be added to the Library Directors report. Monica D’Angelo motioned to approve. Cindy Bezas 2nd the motion.

Approval of Financial Statements
Kyle looked over the bills and recommended approval. The Trustees MSC the approval of the February 2018 bills. Kyle Tarbet made the motion to approve last month’s bills, Cindy Bezas 2nd the motion. Roll call vote taken. Approved 4-0.
Financial/Statistical report: The Trustees MSC the approval of the February 2018 Financial Statements. discussion was held regarding the status of the audit. The Library has received a draft of the audit to be finalized with the conclusion of the City’s audit. Monica D’Angelo made the motion to approve the February 2018 Financial Statements. Kyle Tarbet 2nd the motion. Roll call vote taken. Approved 4-0.
The library will be attending Breakfast with Books at Harrison School in April and May. March date was canceled. We will bring the bookmobile.
March 15 is Twin Falls Chamber Leadership Education Day. Beginning at 9:15 with a brief introduction from Tara, we will split into seven groups of 3 to 4 people touring six departments of the library and one department with a hands on presentation. Each department will spend 10 minutes explaining what their department does and what the library has to offer.
April 8-14 is National Library Week. Celebrating the 60th anniversary of NLW. The theme for 2018 is “Libraries Lead”. Several events have been planned for the week. April 12th Youth Services will have a Drop and Read program and Adam will be doing a presentation on 3D Printing. Monday April 9th we will have a Volunteer Lunch. The Board is invited to have lunch with the volunteers. The Library will have six all staff meetings with the first being on Friday March 9th. Captain Hicks with the Twin Falls Police Department gave a presentation on active shooting and how to be aware and protect yourself and the patrons of the library. The 4th of May will be a department update, June meeting on building safety, August EEO meeting, October the policies of the library and December will be safety training.
Our new Outreach Librarian Katie Johnson will be here on April 2.
March 21 Kindergarten Gross-out and Saturday April 1st is Daddy Daughter Hair Day.
Ruth Pierce has been appointed the new City Council Liaison for the library. She will be replacing Suzanne Hawkins who has been the liaison since 2015. The new Strategic Plan has been adopted. State of the City Discussion will be held April 10 at 11:00 in the Twin Falls City Chambers. Recycle program has become costly and PSI is losing money on the program. The City is looking for ways to educate the community on recycling. The Library will reach out to the City regarding how we can help educate. 15% to 20% of all recyclable materials is contaminated. Twin falls Community Foundation has pamphlets they are distributing; looking to place at the library.
The investments for the Twin Falls Library Foundation have been rearranged with Edward Jones. The Annual Budget for 2018 has been approved by the Executive Committee.
Discussion on the objectives for the Strategic Planning. Reviewed the audit for
last fiscal year. Discussed the salary pay grade and the salary study for comparable salaries and
benefits. Recommended to continue the study and calculate numbers for the budget.
Monica reported. Discussion on the Capital Improvement Plan. New cameras for the exterior
of the building and security upgrade. New door locks programed into the network.
Landscape designer for the landscaping and removal of trees.
Extra lot behind the library. Discussion on a community garden or an amphitheater.
CJ will be the staff liaison for the public relations committee. Develop a
marketing plan for the bookmobile. Highlight programing and the resources the library and
bookmobile have to offer. Flyer with our NLW activities posted on the wall at the mall.
Discussion on the salary study and updating job descriptions. Safety for
employees with monthly training. Update the bylaws with a clear definition of safety training.
Erica discussed the programing for the Youth Services Department.
March 15 – Fun with Math and Science
March 21 – Kindergarten Gross Out. Program for kindergarteners to have the hands on experience of gross.
March 24 – Teen Super Smash Bros. Tourney.
March 28 – DIY Dollhouse. Build doll houses out of shoeboxes and scrap materials.
March 29 – All day teen movie marathon.
April 7 – Daddy Daughter Hair Day. Classes for the daddies on how to do your daughters hair. Three
stylist from Pilar 31 to assist.
April 8 – 14 – National Library Week! Write letters to your favorite character and receive a letter back.
April 12 Family Fort Night Bring a blanket and pillows and read with family.
Sleep in Heavenly Peace – Teaming with Sleep in Heavenly Peace. Each child will receive a new book
with their new bed. Request between now and June of 100-200 beds and books. City of Twin Falls
firefighters are having a contest on bed building for Sleep in Heavenly Peace project. Suggestion to
team with them for books with each bed as well.

Tara attended the ICL Library District Summit in Boise. Topics discussed:
1. School Readiness for Children – Early literacies
2. Trend for the future
3. Library message – Libraries transform
4. Discussion on the bill to filter WIFI in the libraries
Capital improvement. Air conditioning unit has been installed for the Foundation and Reference offices.
Received bids on the door and outdoor lighting project. High bid $35,000. Low bid $24,500.00. Low bid Nu Vu Glass.
Erica Littlefield gave a presentation at the Career Fair at Canyon Ridge High School
Tara attended a presentation for ICL on Idaho labor. Working with the Idaho Rehabilitation Division
on giving library cards for use of the digital library resources.
Patron with verbally threatening behavior. Upset because he had no photo ID and could not check out WIFI per the Library Policy. Police were informed.
Attempted theft. Patron set off security gate and was found with library materials in his bag. Police were called and a notice of trespass was issued.
Concern regarding two patrons who visits the library frequently. There is concern regarding their actions towards staff. Tara has spoken with him directly regarding library policies and there are concerns regarding what action he will take if we call the police.
