Minutes of the Board of Trustees

The regular meeting of the Board of Trustees was held on Wednesday January 8, 2020 in the Library’s Board Room. Attending the meeting were Trustees Debbie Dane, Elly Young, Monica D’Angelo, Teresa Jones, Susie Kapeleris and Ruth Pierce Council Liaison. Library Director Tara Bartley and Staff Karolee Sorenson.

Chairman, Debbie Dane called the meeting to order at 4:34 pm with brief introductions.

Oath of Office: Debbie Dane – 1-year term and Susie Kapeleris – 5-year term by Karolee Sorenson (Notary).

Annual Meeting and Reorganization of the Board of Trustees: Idaho Code 33-2604 Officers and Committees. a. Review of By-laws b. Committee Assignments – review of committee assignments c. Regular meetings will continue to be on the 2nd Wednesday of each month at 4:30 pm. Committee meeting dates will be called as needed.

The Trustees MSC approval to approve the agenda for the January 8, 2020 meeting. Monica D’Angelo motioned to approve the agenda; Teresa Jones 2nd the motion.

The Trustees MSC approval of the December 11, 2019 minutes. Elly Young motioned to approve the minutes; Monica D’Angelo 2nd the motion.

Approval of Financial Statements The Trustees MSC the approval of the December 2019 bills. Monica D’Angelo motioned to approved the December 2019 invoices, Teresa Jones 2nd the motion. Roll call vote taken. Approved 5-0. Financial/Statistical report: Review of the financial reports. Tara briefly discussed the 3rd month of the fiscal year expenses. Teresa Jones motioned to approve the financial statements for December 2019. Susie Kapeleris 2nd the motion. Roll call vote taken. Approved 5-0.

Communications & Correspondence

Herrett Center Deed of Gift – The library donated Richard Joshua paintings to the Herrett Center for their collection. Food for Fines – ended on December 31, 2019. 1334 items were donated. With pay it forward the library was able to waive $1300.00 in fines.

1/8 – Ready Set Kindergarten will begin. This is a kindergarten-readiness program for any child planning on entering kindergarten in the fall of 2020. Wednesday mornings 10:30 and Thursday evenings at 6:00 pm through the month of May.

1/11- Holiday party at the Stone House.

1/11 Cabin Fever Day – Story Walk from 2-4

1/20 – The library will be closed for Martin Luther King Jr/Idaho Human Rights Day.

1/24- Humans of the Magic Valley 5:00 – 9:00 pm at the Yellow Brick Café.

City Council

Newly elected City Council officials were sworn in. Suzanne Hawkins, Mayor and Ruth Pierce Vice – Mayor.

Approved a letter of support for the Refugee center.

The job posting for Lori Race’s position of CFO is posted.

BBQ for Brian Pike retirement, January 17 at 1:00 pm at Twin falls Senior Center. RSVP required.

Library Foundation

Foundation Retreat is Saturday, January 25. Tara and CJ will attend to discuss the RFID.

Business Issues

Signing of new signature cards for the bank. Approval of the 2020 Holiday hours. Susie Kapeleris motioned to approve the 2020 holidays; Elly Young 2nd the motion.

Consideration of updating the Personnel Policy. Discussion of changes to the Personnel Policy. Elly Young motioned to approve the changes made to the Personnel Policy; Teresa Jones 2nd the motion.

Library Staff

Library Director

Tara will be attending the January 17 Lynx Consortium Meeting in Boise.

The Library will be starting the first phase of the landscaping project which is removing trees.

RFID (Radio Frequency ID) Committee. The Library is looking at implementing RFID which would include a new security gate, pads, tags and software.

Action Item: Request to adjourn to Executive Session – 74-206(1)(c) – To Acquire an interest in real property now owned by a public agency. Teresa Jones motioned to move to Executive Session – 74-201 (1)(c); Elly Young 2nd the motion. Motion passed
